Diclum ES pupil wins International Art Contest award
The Diclum Elementary School takes pride of its yet another achievement, but now in a much grander scale---International Level.
After making history in 2009 as the first and only public school participant from the Philippines in the 2009 World Water Monitoring Day, the Diclum Elementary School again made history this time.
Cris Lorenz S. Calubiran, a Class 2011 Valedictorian, won an Excellence Award in the 2010-2011 Mitsubishi Asian Children's Enikki Festa (Festival Asian Children's Art).
There were four (4) of them from the Philippines who won the same award and another four (4) Filipino children who won the Grand Prix and Organizers' Choice awards. These eight (8) children from the Philippines were among the 74 winners picked from 24 participating countries in Asia.
The winners (Excellence Award) won a certificate from Mitsubishi Public Affairs Committee and Department of Education Philippines, a commemorative gift, and a book collection of the 2010-11 Enikki Festa winning artworks.
The Mitsubishi Asian Children's Enikki Festa 2010-11 was held in 2010 in 24 Asian countries and regions with the theme "Let me tell you about how we live." Including those from Japan, a total of 77,338 entries (each entry consisting of 5 works) were received. Screening committees in each country and region held primary screenings to select eight works from among those received and then sent them to Japan. There were 564,612 drawings that have been received since the start of the project.

Farewell, Ma'am Lilay...
The Diclum Elementary School community is saddened by the passing of its former grade 6 teacher, Mrs. Lilia V. Asgar.
She succumbed to breast cancer on April 14, 2012, a disease that also claimed two teachers in the District last year. Mrs. Asgar, 66, retired in 2006. She started teaching in Diclum in 1992 as a Grade I teacher but after the reitrement of Mrs. Maria A. Sa-onoy, she transferred as a Grade VI teacher with Miss Priscilla F. Pelingon as her partner. She will always be remembered for cheerful character and commitment to teaching.
She will be offered a final tribute on May 17th, 2012, 12:00 noon at Dao Social Hall by the District of Tobias Fornier. Requiem Mass will follow at 2pm at Dao Parish Church.

Civil Service Commission defers use of SALN 2011 new form
The Philippine Civil Service Commission defers the use of 2011 revised SALN form per Memorandum Circular No. 5, series of 2012 dated March 15, 2012. However, those who have already filed using the new form, will still be considered to have complied. For employees that are yet to file, they have to use the 1994 old form.
This is the 2nd time that the SALN form has been revised and cancelled. In 2009, it also implemented the use of Baseline Declaration Form for CY 2008 and the Annual Declaration Form for subsequent years (2009 onwards). The latter was deferred after being found inconsistent with the governing statutes on SALN.

Graduation Message of Education Secretary Armin Luistro
Republic of the Philippines
DEPARTMENT OF EDUCATION
DepEd Complex, Meralco Avenue, Pasig City
I am privileged to celebrate with you this year's 65th CLOSING EXERCISES which marks the culmination of years of hard word and study, planning and preparation, and investment in time and resources. This day is truly a significant milestone for every graduate, parent, administrator, faculty and staff, as it is for us in the Department of Education. And while we know that it does not end here-for most of you, this is only the beginning-it is only right that we take this opportunity to pause, take account of what we have accomplished, and issue a deep sigh of satisfaction and relief as we congratulate one another, before moving on to the next chapter of our lives.
This year’s theme, “Your Gift of Learning, Our Tool for Nation Building,” extends an appropriate invitation to each one of us. The gift of learning is a universal one offered to every stakeholder in the education sector.
To our dear graduates, remember that your newly harnessed values, knowledge and skills shall comprise the building blocks of our society. The choices you make, the relationships you cultivate, the attitudes you bring to school and work, these erect the pillars and walls of our rising nation. How beautiful and strong this building you desire to be depends a lot on you.
To our rightfully proud parents, administrators, faculty and staff, your own gifts to support and reform education are making it possible for us to hope for a better future. Yet, let us also remember that our actions and examples, more than words, leave firmer imprints in the minds of the young. The integrity we bring into our homes and classrooms become the foundation of our own future. The justice, peace and prosperity we yearn for strongly depend on the truth and faithfulness we invest today.
We are all architects, engineers and builders working together in this colossal project we call our country, the Philippines. I hope and pray that over and above each of our personal dreams for ourselves comes a larger dream of a united, fulfilled and prosperous Filipino people, a dream that not only benefits a few but one that benefits all.
Congratulations on your achievement! Celebrate it, cherish it and let it inspire to make your own contribution to the development of our nation.
Mabuhay kayong lahat!
Br. ARMIN LUISTRO, FSC
Secretary of Education
