Foreword to the School Improvement Plan 2011-2013


Foreword

          Every institution has its own story to tell about its struggles, defeats, and triumphs.  Each has their own set of persons and heroes who have labored with passion towards its development that is cherished now.  And every one of them has their own share of sentimental appeal from the communities they serve.

        In a far away rural barrio in the Philippines, one such institution, named Diclum Elementary School, stands out with more or less similar character.  For the past 80 years, this school has worked towards the development of human life in the villages of Fatima, Diclum, and Igdalaguit thru primary education that it so dearly strive to be of quality and responsive to the demands of everyday living.

     This School Improvement Plan for 2011 to 2013 is a continuation of the first planning cycle started in 2008, which won acclaim as the Best SIP in the Division of Antique.  This new version incorporates expanded programs for development in academic programs, physical plants and facilities, management and other areas. 


       Beyond money and buildings, this SIP hopes to improve the way the school delivers quality education to school children…the school’s very core reason for existence.

        This work is a tribute to those countless men and women—teachers, parents and barrio leaders alike, whose sacrifices, talents, time, passion and resources have helped countless dreams come true by way of the primary education they received from Diclum Elementary School. 

        May this literature spark more inspirations from countless individuals in countless years to come…

Dr. Pelingon spent her grade school years in Diclum since her kindergarten up until her sixth grade.  She was a consistent honor pupil all throughout her elementary years and graduated as Third honors of Diclum ES Class 1998.  She was also a salutatorian in her high school. Dr. Pelingon is currently on her senior internship and is set to take her licensure exam this year.  She is the 3rd physician among our alumni after Dr. Rosanna May P. Rubinos-Lazol (Valedictorian 1975) and Dr. Aireen Joy P. Tarroja (First Honors 1995)

A school district in mourning for yet another teacher lost to breast cancer

The Diclum Elementary School Community joins with all the teachers and school administrators of the Tobias Fornier School District in mourning for the demise of its colleague and sister in profession, Mrs. Vilma Ganacias-Serapion, 50, Teacher II of Ysulat Elementary School who passed away on July 7, 2011 due to breast cancer.

Mrs. Serapion had served the District of Tobias Fornier since 1991. She had served also as a substitute teacher in 1988 to Mrs. Florentina J. Roderos. Ms. Serapion is survived by her husband and two daughters--a freshman at UP Visayas and a  high school freshman.  She was first diagnosed with breast CA in 2004 and after years of good recovery, it recurred early this year to stage IV.

During her younger years, Mrs Ganacias-Serapion stayed in Igdalaguit thru a relative who supported her in her schooling.  She is the sister of Mrs. Lizalyn Ganacias Eguilos, MT-I of Diclum Elementary School.

Diclum Elementay School extends its deepest sympathy and condolences to the bereaved family.

Diclum Elem. School receives two grants to repair its 40-year old Marcos bldg.

The Diclum Elementary School receives a two grants to repair the 40-year old Marcos Pre-Fab building this July.  The first grant costing 100,000 will be used to repair its partition walls and ceiling. Second grant covers walls and window repairs also amounting 100,000.  These grants were made possible by the DepEd's Engineering Office and will commence this 3rd week of July.

The Marcos pre-fab building is a 3-unit classroom school house built in 1971.  Since it was built, it housed the classrooms of the two grade six classes under Miss Priscilla F. Pelingon and Mrs. Maria A. Sa-onoy (later replaced by Mrs. Lilia Asgar upon her retirement in 1991)  and the Kindergarten (where Miss Sebelleno used to have as her office in 1970s). During its hey days, the Marcos pre-fab was considered as typhoon-resistant because it is made up of iron bars and trusses.

It will be the first time that the building will undergo wall  repair 40 years after it was built. And also, the first time ever that it will be placed with a ceiling, replacing the "salidap" or weaved coconut leaves that has been in place since 1970s




 

DBM implements 3rd Tranche of Salary Increase

The Department of Budget and Management has implemented the 3rd Tranche of salary increase way ahead of the July 1 schedule set during the Arroyo administration. This brought another 12% increase in teachers pay.  The salary increase started in 2007 with 10% during the time of Pres. Gloria Macapagal Arroyo. In July 1, 2009, the 4-year salary standardization plan was started. This increased the salary grade of teachers by one grade and increased the salaries by 12% across the board. Last year, the 2nd Tranche took effect in June 24.

With this increase, the Diclum Elementary School would now receive around 5 million pesos annual budget for its personnel services.
